वॉशिंगटन: अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने मंगलवार को चुनावी प्रक्रिया में महत्वपूर्ण बदलावों से जुड़े एक कार्यकारी आदेश (एग्जीक्यूटिव ऑर्डर) पर हस्ताक्षर किए. इस नए आदेश के तहत अब अमेरिकी नागरिकों को वोटर रजिस्ट्रेशन के लिए अपनी नागरिकता का प्रमाण देना अनिवार्य होगा. ट्रंप प्रशासन ने इसे चुनावी धोखाधड़ी रोकने की दिशा में एक सख्त कदम बताया है.

चुनावी धोखाधड़ी रोकने पर जोर

ट्रंप प्रशासन के अधिकारियों का कहना है कि इस फैसले का उद्देश्य मतदाता सूची में अवैध रूप से शामिल अप्रवासियों को बाहर करना है. राष्ट्रपति ट्रंप ने 2020 के चुनावों में अपनी हार के लिए कथित फर्जी मतदान को जिम्मेदार ठहराया था, और यह आदेश उसी संदर्भ में देखा जा रहा है. हालांकि, कई राज्यों ने इस आदेश को अदालत में चुनौती देने की तैयारी कर ली है.

ट्रंप ने इस आदेश पर हस्ताक्षर करते हुए कहा, &quot;चुनावी धोखाधड़ी का खेल अब खत्म होने वाला है. हम अमेरिका में पारदर्शी और निष्पक्ष चुनाव सुनिश्चित करने के लिए प्रतिबद्ध हैं.&quot; आदेश में सभी राज्यों से संघीय सरकार के साथ सहयोग करने को कहा गया है. यदि कोई राज्य सहयोग करने से इनकार करता है, तो उसकी संघीय फंडिंग पर रोक लगाई जा सकती है.

वोटिंग नियमों में राज्यों के बीच भिन्नता

अमेरिका में मतदान प्रक्रिया को लेकर एकसमान नियम नहीं हैं. हर राज्य के अपने अलग कानून हैं, जो इस प्रक्रिया को प्रभावित करते हैं:

सख्त नियम वाले राज्य: टेक्सास, जॉर्जिया और इंडियाना में मतदान के लिए फोटो आईडी (जैसे ड्राइविंग लाइसेंस या पासपोर्ट) दिखाना अनिवार्य है.

कम सख्त नियम वाले राज्य: कैलिफोर्निया, न्यूयॉर्क और इलिनॉय में वोटिंग के लिए केवल नाम, पता या बिजली का बिल दिखाना पर्याप्त माना जाता है.

मिश्रित नियम: मिशिगन जैसे राज्यों में मतदान के दौरान फोटो आईडी मांगी जाती है, लेकिन अगर किसी के पास आईडी नहीं है तो वह हलफनामा देकर भी वोट डाल सकता है.

राज्यों में यह भिन्नता ऐतिहासिक और राजनीतिक कारणों से बनी हुई है. कुछ लोगों का मानना है कि वोटर आईडी से चुनावी गड़बड़ियों को रोका जा सकता है, जबकि अन्य का तर्क है कि इससे गरीब और अल्पसंख्यक समुदायों के मताधिकार पर असर पड़ सकता है.

विदेशी चंदे पर प्रतिबंध

इस कार्यकारी आदेश में अमेरिकी चुनावों में विदेशी नागरिकों से चंदा लेने पर भी सख्त प्रतिबंध लगाया गया है. हाल के वर्षों में विदेशी नागरिकों से मिलने वाले फंडिंग को लेकर कई विवाद सामने आए हैं.

विशेष रूप से स्विस अरबपति हैंसयोर्ग वीस का मामला चर्चित रहा है, जिन्होंने अमेरिका में विभिन्न राजनीतिक अभियानों के लिए करोड़ों डॉलर का दान दिया. उनके समर्थित एक संगठन, सिक्सटीन थर्टी फंड, ने ओहायो में गर्भपात सुरक्षा कानूनों के समर्थन में 3.9 मिलियन डॉलर का योगदान दिया था.

इसके अलावा, कंसास राज्य ने भी इसी तरह का एक कानून पारित किया है, जिसमें विदेशी नागरिकों, कंपनियों, सरकारों या राजनीतिक दलों को संवैधानिक संशोधनों के समर्थन या विरोध में वित्तीय सहायता देने पर प्रतिबंध लगाया गया है.
